Aruna Sundararajan IAS (Retd.)
Smt. Aruna Sundararajan IAS (Retd.)
Smt. Sundararajan served as the Secretary to the Government of India in the Ministries of Steel, Information Technology and Telecom; and retired as Chairperson of the Digital Communications Commission in July 2019. During her tenure, Smt. Sundararajan played a pioneering role in steering various important tech policies and initiatives across the domains of telecom and hardware manufacturing, e-governance, digital payments, data protection, cyber security and tech start-ups.
Post her retirement, Smt. Sundararajan serves on the Boards of leading companies including Delhivery, Infoedge and Bharat FIH, India’s National Bank of Infra Financing and Development (NabFID), Cochin international Airport and a neo-banking start-up Digi Vriddhi. She is also an active member of various tech mentoring and angel financing initiatives.
She has several firsts to her credit during her illustrious career. As the Chairperson of DCC, she was one of the primary forces behind the creation of the highly-acclaimed world class telecom policy – NDCP 2018 and has been keenly involved in giving the initial support and encouragement to the unique WANI architecture. She was the Chairperson of the 5G High Level Forum and played a key role in formulating the way forward for India to go to 5G. Many are the great accomplishments in the sector that are due to Madam Aruna Sundararajan.

TV Ramachandran
TV Ramachandran
T.V. Ramachandran (aka TV) is currently the President of Broadband India Forum; Global Advisor, Future Tech Panel – IET (Institution of Engg. & Technology, London); and Founder & CEO of Advisory@TVR – a Consultancy in the ICT & TMT space.
TV has played a key role in Mobile Telecommunications in India, from its very advent in India in 1994. He was the 1st CEO of Sterling Cellular Ltd. (Essar Cellphone), Delhi, and led the establishment and successful launch of the largest Indian cellular network of that time (Sterling Cellular was incidentally a predecessor of what later became Vodafone India Ltd.).
TV moved on at the end of 1997, to help establish the industry body, Cellular Operators Association of India (COAI) as a Co-Founder and then lead the body as its first Executive Vice Chairman and Director General. He nurtured it over 12 years to the position of being one of the most credible and vibrant professional bodies.
He thereafter served as Resident Director, Regulatory Affairs & Govt. Relations, Vodafone India, for over 5 years from October 2009 till December 2014.
TV is also:
- Honorary Fellow of the Institution of Engineering & Technology (IET) London, for his contributions to Mobile Telephony. One of only 3 Indians to be conferred this prestigious Award in the over 140 years of existence of this renowned institution; and
- Honorary Fellow of the Institution of Electronics & Telecommunication Engineers (India)
In March, 2015, at the Telecom Leadership Forum in Delhi, TVR was conferred the Voice & Data Lifetime Contribution Award for his contributions to Mobile Telephony in India.
In October 2017, the Government of India nominated him to serve as an expert member on the High Level Government Forum for India 5G 2020.
Prior to his stint in Telecom, TV had a 28 years distinguished career in R&D, Technical & Product Assurance in Dunlop India & Apollo Tyres Ltd. with rich experience in Manufacturing.

Brig. Anil Tandan (Retd.)

Brig Anil Tandan (Retd) is recognized as India’s telecom technology leader; one who has experienced and influenced all four waves of innovation and growth of the Indian telecom sector.
From 2003, Anil led the office of the Chief Technology Officer at Idea Cellular, India’s third largest telecom operator. During his tenure as the CTO, Idea grew from a small five 2G circles operator to a large 4G national operator. Prior to his 17 years at Idea, Anil was a senior technology leader at Fascel and Tata Cellular.
For two years after the merger of Vodafone and Idea in Sep 2018, he supported the post-merger integration of Vodafone-Idea and provided leadership to effectively consolidate the two physical networks as also the reorganisation and integration of the two Network Teams.
After leaving Vodafone Idea in 2020, Anil Tandan took on the role of the Group CTO of Lycamobile, UK from Dec 2020 till Jun 2023.
Earlier, he has served in the Corps of Signals (Telecom branch) of the Indian Army. He took early retirement in 1998 as a Brigadier to join the sunrise mobile network industry.
Anil’s experience includes strategic decision-making on Network evolution and planning, spectrum auctions, developing RFPs, managing $100+ Mn technical & commercial negotiations and 2G, 3G and 4G launches in record time. Anil was also actively involved in the formation of the Joint Venture Tower Company Indus. He also led the creation of the subsidiary Tower Company of Idea Cellular (ICISL) and the subsequent sale of that company to American Tower Company (ATC)
Also, an expert in technical due diligence and pre/post-merger integration, Anil delivered accelerated results to maximize the deal value of Idea’s acquisitions – Escotel and Spice.
Anil has chaired the Technology Committees of the Cellular Operators Association of India (COAI) and was the Vice Chairman of GSMA India. Recognized twice by Voice and Data magazine as the ‘Best CTO’, Anil has also been honoured with the ‘Outstanding Leadership’ award by the Aditya Birla Group.
He is an alumnus of IIT Kharagpur (M.Tech) and Harvard Business School (Advance Management Campus Program)

Prof Aggarwal is currently the Chancellor of SGU. He is the Former Chairman of the National Board of Accreditation (NBA). He is also the Founder and Former Vice Chancellor of Guru Gobind Singh IP University, Delhi. He is the Past President of IETE (2002-2004), Prof Aggarwal was conferred the Honorary Fellowship by the Broadcast Society of India. He was decorated with the very First ‘LifeTime Achievement Award’ by IETE and also by the Computer Society of India.

Dr. N Sarat Chandra Babu, Advisor, Data Security Council of India (part-time) and Former Executive Director for Society for Electronic Transactions and Security (SETS), an organisation under Principal Scientific Advisor to Government of India – is an Electronics and Communications Engineer and has obtained his doctorate from IIT Delhi on Efficient techniques for Fault Diagnosis of Analog Circuits using Dictionary approach. His areas of interest include Embedded Systems, HPC, Grid and Cloud Computing, Internet of Things (IOT), Big Data, e-Learning, Electronic Circuit Fault Diagnosis, Computer Architecture, AI, ML/DL, Blockchain, Quantum Computing and Cyber Security. He also served the Centre for Development of Advanced Computing (C-DAC), MeitY in various positions including that as Executive Director.

An active member and contributor at national, regional and global Internet Governance (IG) platforms, she serves as the President of Internet Society India (Delhi); Member of the Nominating Committee 2020 at ICANN; heads the Asia Pacific Women Special Interest Group at Internet Society and is one of the founding member of India school of Internet Governance. She also advises and guides youth initiatives like Youth IGF in India the Rural SIG at Internet Society.

Shri A.K. Tiwari is an ITS officer of 1983 batch. He has superannuated as Member (Technology) of the Department of Telecommunications on 31st October 2022. He joined the Department in 1985. He was responsible for implementation part of DoT policies in the field. He has mostly worked in the field units of DoT as TDE/TDM/Director (VTM)/DDG(TERM) and DDG (RTEC). Before joining as Member (Technology), he was Advisor (Technology) in UP East LSA and Sr. DDG in J&K LSA. He is well conversant in all the field activities of DoT as well as in Licensing, Security, National Broadband Mission, Disaster Management etc. He has represented India in NEAX61S workshop for consecutive 3 years in 1992-1994.
